There is not a park in Encinitas called "Encinitas Community Park"
Why the effort to confuse?
This document states that the Planning Commission approved the EIR.
This is not true

This CCP document is defective.
This is to inform every one only within 1000 feet of the Sports Park of the following:
General plan amendment
Local plan amendment
Major use plan amendment
Design review modification
Coastal development permit
Spot Zoning change
This would affect far more citizens than the people who were offered this misleading invitation.

This will be a good opportunity to find out how this action is going to change your life in the future

Simulation of lights of sports park stadium lights, lighted, in coastal fog.

The circle indicates the residents that the city is required to legally notify. The effect of 340 sports field lights on poles up to ninety feet high is going to effect a lot more people than just in this circle.
The glare cannot be eliminated. Those to the east will miss sunsets and ocean views.
The city admits there will be light pollution.
This proposal dramatically changes the environmental impact of the park.
"Hazeltine said the parks department is seeking permission for the extra-tall light poles because they will provide less light pollution."

No lights cause no light pollution, no dangerous night time traffic or night time loud speakers.
The plan is thirty four
with up to ten lights each,
up to Nine Stories High

This intrusion would not reflect the strongly-held
community concern for retaining local identity and community character.

The after dark traffic will be a hazard on our narrow streets till 10pm or later.
It is impossible to visualize what 34 sports field light poles up to nine stories high would look like.
Story poles would show what the impact would be. There are no plans to offer story poles. If you wanted to add ten feet to your house, you would be required to install story poles by the planning department.

There has been NO alteration of these photos presented by the planning department.
Seeing the lights on at night at the Lake Drive Sports Fields, the YMCA fields, San Dieguito Academy, ( all smaller and much less lights), or a 7-11 after dark, these depictions of the effects of up to 340 sports field lights on 34 light poles up to nine stories high, that the city is offering are difficult to accept. -------------------------------------------------------------------------------------------------
By comparison, this is a real photo of one two c cell hand held flashlight held five feet high at dusk, taken from the MacKinnon St. Bridge across the Sport Fields with a quarter phased moon illumination with no coastal fog.
(Seems brighter than the city photos.)
Imagine what up to 340 Sports Field Lights on 34 light poles up to NINE STORIES HIGH would really look like.
WE CAN STOP THIS
DON'T LET THIS HAPPEN TO CARDIFF
This shows six sports field light poles. The city wants thirty four.

this is so f---ed up. we shall be there. i will forward it to people i know.
When will the story poles go up, so we can understand the impact of this?
This is just a "Neighborhood Meeting"When is the Citizens Particapation Progam,(CCP),scheduled?
It seems OUTRAGEOUS to have a "sports park" in this part of the coastal corridor... And equally astounding that the citizens are still having to defend their right to life in this quiet coastal zone... Right up the street on Lake is a "sports park" and the lights, noise and vehicle car trips have ruined this area... why would the City Council approve THIS kind of park for Cardiff-West? We cannot let the implementation go forward based upon the will of only a few people/council members who think they know what's best for the majority. The people have spoken. When will they be listed to?
The city has no money to develop the park or lights, now. Why is the city in such a rush to push this through now? Elections coming up???
How much will the lights cost? How much to power them till 10 at night?
The public will pay for the Sports Park and the lights and the maintenence and the bond but will probably not be able to use the fields, even though, if they could, they would be required to pay. The Organized Leagues, most of them for profit organizations, will have priority and will play for free. These for profit business are subsidized by the city, your taxes.
NO LIGHTS

What a bunch of whiners. Just light the park and be done with it. Even if there were no lights, the very same people that selfishly want to have a private domain in a public neighborhood would just, and will anyway, come up with every reason under the sun shy everything proposed would be a complete and utter disaster their fragile neighborhood. These are probably the same people that would ask the rest of us to sacrifice for the greater good by paying more taxes, outlawing SUVs, and making CO2 a pollutant. But when it comes to sacrificing a few cars down their streets, or a little light up until 9 or 10pm a few nights a week, all to make sure we have a place for the kids in the city to have a place to go do something OTHER than being the stereotypical brain-dead, over-weight slug sitting on a couch playing video games, they can't find it in their bleeding hearts to give a little of THEY'RE neighborhood for the greater good. Talk about what's wrong with this country. This is it in a nutshell.
Rebuttal:
"One Opinion" does not understand. Cardiff has 13 sports fields within a one mile radius. The highest consentration in the city. Three of them are lighted. Would you want Eight (8) lighted fields in a one mile radius of your home?
We also have San Elijo Beach, Cardiff Beach, Glen Park and San Elijo Lagoon.
This is the highest consentration of fields in the city. Come play with us.
Why are there no lights on the Sports Fields in your neighborhood? Leo Mullins Sports Fields have no light poles. Why is that? It is in a bussiness district. It is because you did not want lighted sports fields in your neighborhood.
Everyone wants a park. Even the people in Cardiff. They want a Community Park.
One of the main enterences to the Sports Park is a one lane road with parking on one side that received an 'F' in the EIR. This means that it is judged dangerous in the daytime and more dangerous at night. There is no mitigations planned. The plan started with a four lane exit from hwy 5 to accomadate the traffic. This is not happening now.
If you lived here, you would be scared of the Sports Field daytime traffic, more dangerous night time traffic, light pollution , noise pollution from loud speakers and a change in the quality of life.
We do not want lights. Any Lights.
It's obnoxious enough when you are driving on Coast Hwy 101 north from Solana Beach entering Cardiff to see the hillside lit up from SDA and Lake Dr Sports Park. It ruins the entire feel and beauty of Cardiff.
I live near the SDAcademy football field, the lights don't bother me. They help keep the crime down.
I live by the Lake Fields and not only do the lights bother us, but the traffic is very bad. Lake is a lot wider street than any street west of 5. If they ever build five fields there and play until 10 they are screwed.
I live in the ghetto part of Cardiff, you know-east of % and north of Birmingham, last night someone went around and put up signs telling us to report to a city meeting about the Hall lights. Yeah sure, you need us for your little meeting but couldn't care less about us any other time of the year. No way dudes!! We can be bothered with your petty problems.
This is not a petty problem. And it does effect you and all your neighbors. You will lose your ocean, sunset and horizon views, forever, that you paid for, if the city is allowed to do this.
I like east Cardiff. Why do you think it is a getto?
